Is there a fee to send money from my paypal balance on a personal account to someone else s personal acct?


Will the recipient be charged any fees?
 
There are no fees that I know of for sending money, regardless of what kind of account you have.

The recipient of that money may be charged a fee depending on whether they accept CC or not. If they accept CC then they are a premiere account which does get a fee taken out.
