In order for someone to pay you by credit card thru Paypal, they need to create an account right and have the CC on file?
 
That's what I thought. I assume it only takes like 30sec for Paypal to verify and add the card then.
 
Actually, when I had it done, Paypal waited a few days before dropping two payments onto the card of a few cents. To verify the card, I had to login to Paypal and tell Paypal those two ammounts. Not sure how they're doing things now-a-days.

To my knowledge it still takes about a week to get the account fully functional. Meaning: one has to confirm the two payments they are making.

I remember having some trouble with that "confirmation". There was something wrong with their payments. I decided to simply drop them and go back to money orders or whatever else suits me.
 
I added my CC and now I have the option to send funds from it once my paypal funds are depleted.
