You also ask for a deposit to your bank and bank will refund back. They do this to confirm your bank , therefore you have to link your bank too. (I think they still do this)
When you sign in it ask you to do this and that do everything to avoid PayPal limitation.

Yeah think they deposit a small amount and you have to confirm that amount, it basically confirms that it really is your bank account.
