Payment for 'selling' your organs after death?

We could increase the organ donation rate to 90+% by making the program opt-out; i.e., you would have to check a box to remove yourself from the organ donation program.

Any other initiatives, particularly those which incentivize death, need not be considered.

unfortunately, this can't happen on religious grounds. Too many groups will go ape shit over what they will call a mandated policy that is against their religion.

Sounds silly, but all it takes is a little unwillingness to spend 30 seconds to read and check a little box to drag the lawyers out.
