This means that you (under your own will and power) fill out your 1040s every year. It doesn't mean you don't have to file taxes...it means that the government doesn't come knocking at your door and ask to rifle through your receipts and papers. You are LAWFULLY required, as an income earner in the United States, to file a tax return. It's your obligation, and you are expected to voluntarily comply. If you don't, you'll be charged with fraud. This author is an idiot.
