Is there a site that will send you an email to let you know that a ms, or other os vulnerability has been found, or that a new patch is available?

Microsoft has been releasing patches on the second Tuesday of every month unless there's an urgent situation. Here's a sign-up where you can get email notifications, anyway: http://www.microsoft.com/security/bulletins/alerts.mspx

You can also setup Automatic Updates on your computer to download (and even install) new update releases automatically.
