Passport wallet doesn't work???

I see from the web site of the microsoft.it says we can pay our bill using the wallet at Buy.com
I tried but can not get the 20% passport discount .why?

You can use your password wallet in buy.com, however buy.com doesn't participate the %20 off promotion.. The participating merchants are listed in eshop.msn.com
