I think he will have to get a new one. If it expired 10 years ago, it was likely issued 20 years ago unless the OP was under 16 when he got it, in which case it would JUST be at the 15 year limit.

Spend 10-15 minutes at your local Post Office.
They can take a picture or stop by your local Drug Store/Phot shop and get a mug shot.
Make sure that it meets the requirements of the Passport. Professionals will know how to take the shot.
You will have to pay the full fee for a new one.
Call around; many do.Some Post Office would not do the Passport anymore because of budget cut. I know mine doesn't do it anymore, I had to send everything (renewal because of the 10 years limit) via mail.
