Passport problem

So I was taking a trip in March and realized that I needed to get my passport renewed because it was expiring shortly after that. So I went through the motions and also paid a little extra to get it expeditated. I just got it today and you can't even see my face! The entire picture is dark and looks like a shadow of me. Just wanted to rant about this... I guess I need to call the state dept. and get this straightened out.
