Passively Cooled 9550?

My boss is looking for a good card for a box that uses a lot of design media such as Macromedia MX Studio, Photoshop Illustrator, etc. I need a good card that won't break the bank and came up with the Radeon 9550. My boss would like to passively cool the card but I'm not sure if this card would be a good candidate. I found a Ti 4200 that is passively cooled for the same price but I think the 9550 is a better card. What do you guys think?
 
If you're willing to spend a few bucks more, most (all?) RADEON 9600 cards are passively cooled out of the box, and will be a bit faster than a 9550 to boot.
