no... fans are passive. the fan isn't actually cooling anything. an air conditioner is an example of an active cooler because it is actually cooling something

Huh? The fan is attached right to the heatsink cooling the heatsink which is on the GPU. That would be my definition of active cooling. The northbridge on my old BX board with just a heatsink and no fan on top of it is my idea of passive cooling.

You can add the Zalman OP-1 fan on the top... ultra quiet and looks great. I have one on my gaming rig.
