I'm trying to upgrade a NT box to 2K but the C: drive does not have enough space, what's the best and cheapest way to resize the partitions on the drive?

Partition Magic 6.0 is one option. A more radical approach is to reformat your C partition and do a clean install of Win2K. You'll have to reload your program but you won't lose any of your data, mp3's, etc. (Assuming you keep all that stuff on other partitions.)
