I may need to purchase new disk management software, what would you recommend if I can't fix this?

I had to upgrade my OS to Windows Vista 64 bit.

Windows Vista 64 refuses to boot because of a file, hotcore3.sys, and it didn't show
up until I installed Partition Commander 10. I managed to get around this
by allowing invalid digital signatures. I think their key is expired.

How do I fix the problem with the program?

Actual reported size is 37.5 KB (38,432 bytes), and size on disk is 40.0 KB
(40,960 bytes)

Once in to Vista, I searched the drives after un-hiding files, and found it

I'd get rid of the software that doesn't work, and use something else. I like Gparted.

They (Avanquest) probably purposely let the key expire to "encourage" you to upgrade to Partition Commander 11. Avanquest provides essentially no customer support or patches for pretty much anything they sell. Plus, they have a tendency to send neverending spam you once they have your email address.

I agree with lxskllr, for partitioning you can't beat Gparted - it is a pretty essential tool for me as well.
