Partially problematic cable modem connection

Hi. I'm getting terrible ping (>600ms) and tracert times for a majority of Internet sites I go to, using my Charters cable modem connection. The ping times used to be around 50 to 75ms.

As a result, my web browsing experience is really bad. However, the sustained download speed seems to be little afffected. In addition, I get really good ping times for a small number of sites.

Through tracert's, I've established that whenever the requests are routed through ***.alter.net, I got extremely lousy results. If the requests are through ***.att.net, they are usually really good.

The sad thing is, it seems the majority of requests go through ***.alter.net, resulting in slow ping times and slow web browsing (and terrible gaming). Again, the sustained download speed seems to be OK...

Could network expert out there help diagnosing this problem? Capacity? Bandwidth? A bad router somewhere? Alter.net strike?

I'm trying to communicate with the tech support; they probably need all the help they can get.

Actually, I take that back. Now it seems that the download speeds also suffers.
