Partial Video Lockup

This is driving me nuts. My machine keeps locking up, only in 2D and not 3D, but in a different way than usual.
What happens is the screen freezes, but the mouse can still move around the screen but can't click on anything. This is easily reproducible by going to a long message in these forums and scrolling up and down until the system freezes. This only happens with my Voodoo5 in the computer and not with other video cards, whether or not the AGP bus and the processor are overclocked. This happens with both the drivers on the CD and the latest ones. This computer has also just recently had a fresh intstall of Windows so I doubt that reinstalling it will do anything. I have tried many things to fix this and am starting to run out of ideas. I was wondering if anyone else has had this problem and how they fixed it if they did.

Here are the specs of the system it is on:
Aureal SQ2500 sound card
Abit BE6 motherboard
Linksys LNE100TX network card
IBM 75GXP 45GB HD
256MB RAM
Win98SE
650MHz Pentium III FCPGA using an Abit Slotket

Any help is appreciated.
