Well the other thing is what if you get a parking ticket but the stub is nowhere to be found?

In this case, I got 1 stub, but not the 2nd one....

I've also been issued a parking violation in Berkeley once because I was waiting for a parking spot (street parking) to open up. Meter maid pulled up behind me in an angry fashion since I was blocking the lane for 30 seconds and then the spot opened up, so I pulled in. She gave me an angry look like I blocked her way and I left.

Two weeks later I get a fucking violation in the mail for blocking or something. I was so lazy I paid it without contesting. Never got a slip, but that's the date and time corresponded to that incident.

The onus is on you for that and it sucks. Otherwise it's too easy for everyone to claim they never got the ticket.

If it's taking more than 10 seconds to park, move along unless no one is behind you. Seriously I was trying to send out a package at the USPS this week and while there were a row of 20+ spaces open past the front doors people kept waiting for others to get into their car and exit before the front doors and there was only 15 mins left till closing.

I just made it inside, I needed the package scanned and my receipt stamped.

this is completely unrelated but in NYC, parking tickets are automatically discounted if you choose to contest online and then choose to pay when a settlement is automatically offered

The local community "collage" cops write a shit-ton of parking tickets. They have the backing of the California State University Police, so they carry the weight of the law.
I got one for parking in a handicapped spot during my first semester. The placard was on my sun visor and turned so it could be seen, but since it wasn't hanging on the rear-view mirror like it's supposed to be...the guy wrote me a ticket. I got it dropped to "improper display" when I appealed the ticket. Cost me $12.
