paris metro is ~12 million.
tokyo metro is up to 3x that, but tokyo is a little hard to figure because it's pretty much solid city up and down the coast there.

you're leaving out stuff like yakisoba, takoyaki, taiyaki, oyakadon, okinomiyaki, tendon, tempura, ramen stands, oden stands, yakitori stands, udon stands...etc
sure raw seafood is common, but sushi is a small part of japanese cusine. i'd say sashimi is more common than sushi.
