In peoples' experiences, is this accurate? I realize that this quote is just the opinion of one source, but I don't imagine that it's just some clever business tactic, seeing as how Panaflos are cheaper than Papsts... So I'm just curiuos what people think.

Not accurate.

Comparing the Papst 8412NGL and Panaflo L1A ... the L1A is noisy in comparison. Sure it moves a little more air, but I'm after silence!! 🙂

In my experience, nothing comes close to Papst.
 
I have a Papst 8412NGL .. and it is DEAD quiet.. i love it 🙂 expensive though. .anyone know where to buy em less than 20 bucks?

How are the 8412NGLs for cooling? Adequate, or above and beyond? Because I'm wondering if I should be safe and go with the faster&louder NML, or if it's not that important for somebody who's not interested in seriously overclocking...

the 8412NGLs are Adequate.. if you want overclocking then you need something that moves more air than a papst.. like a panaflo
 
Will the Papst fans (either the 8412NML or the 8412NGL) cool an Athlon XP 1700+ adequately (no overclocking)? Or should I try for the Panaflow. Also any thoughts on the Thermaltake TT-8025 (37 CFM's @ 30 dBA's)? What would you guys recommend as a good compromise between cooling and noise for use with this processor (and most likely an AX-7 heatsink)?

Variant - I have slightly modded (resistor connected to lower voltage) Papst NML on my Alpha8045 and TB1.4. Idle temp is 46C and under load 49C so I would say it will suffice to cool your XP since they generate less heat than the TB's.
 
My quest for quite fans at a decent price finally ended last night. I had found that nearly everyone that has them likes the Panaflo L1A's. So I found a 3 pack for about $20 shipped and jumped on it. For the price they are suppose to be very good and quite fans. I will soon know 🙂.
