For panel interviews, is it recommended to shake everyone's hand in the room before the interview starts?

smile and shake everyones hands. Announing your presence is a group setting is important and shows insights into your character. Be confident and decisive about where your gonna go. Go and shake the hand of the closest person first or if decorum allows go and shake the leaders hand first with good eye contact and show yourself his equal socially as you make inroads subconsciously as well as deliberately.

If it is similar to some of the interviews I've gone on recently, people will all show up at different times. When someone introduces them as they walk in, I usually stand up and shake their hand.

Yes, if it is practical to do so. A good panel will have a leader who should introduce the panel members who will either stand up to shake hands or will look at you with disdain because they have more important shit to do and they got sucked into an interview process because they were "available". :D

That said, make sure you have a notepad of some kind and take notes, unless they prohibit that kind of thing, then don't. Good luck.
