PAL & NTSC

I need help guys...

I have a NTSC TV tuner and a multi-system VCR...
I have a bunch of PAL VHS that I want to convert to NTSC VCD...

Teach me?

Can I just plug my VCR into the NTSC tuner and just play the tape while i capture... then save it as mpeg and convert to VCD?

I think you need a program lke Adobe Premier. Its not as simple as you stated.

check out this its a program called tmpg and you can load an ntsc format mpg and convert it to pal (or vice versa) by clicking the load button on bottom right. then choose whichever format.
