I hate the paging file in win xp... it makes too much noise when I access the HD. Therefore I have shut off the paging...

I don't know why windows pages when I have plenty of physical ram available. is there anyway I can tell windows to use up all availabe physical ram before going to HD?

you don't want to turn off paging..

You need to set your paging file to a set amount not a range..

Usually 1.5x the amount of ram

so set the paging to 512mb - 512mb, this will prevent the drive from accessing it and attempting to "grow" the paging file.

In win98 there was a setting you can put in to stop it from going to paging file until ram is filled, but I do not know of one that sets it in NT kernel based OSes.

Also set the performance to applications not background tasks.

You can set a static amount of VM as the above post suggested. You can also edit the registry in hkey_local_machinesystem to disable the VM or change the catch boost & I/O size. The registry VM tweak below could also be apply to Win2k & NT4.
