Packet loss between router and ATT DSL modem

Ok, been having issues with the internet here. Had similar issues with a previous Linksys wired router, and it eventually got so bad just bought a new router (as the Linsys was from like 2005 or so). This was replaced about a year ago I believe, with a Netgear wireless router. Seemed to fix it for the most part, with occasional issues here and there.

What happens is we notice a slowing in speed (streaming video becomes almost unusable for instance). Usually at least once a month, our internet connection just goes to complete junk (as in dial up speeds, have the 6Mb plan, so yeah, way off). It usually cleared up after a few days.

After months of that, finally got tired of it and started trying to figure out what's going on. We thought it might be an ATT issue since we've had some problems here and there. Well, plugging directly into the modem, it seems to work fine, get full speed (well about 5 of the 6Mb). Pinging Google reports no packet loss.

Then, plug in the router, and get usually between 1-2.5Mb and pinging Google again reports a 25% packet loss. Ok, so I turned off the router firewalls and anything that I could think of that would cause it, same issues. Swap the cables between the router and modem, same issues. Change firmware, same issues. Power cycling, resetting to factory settings, and everything else, same issues.

Near as I can tell, even when it appears to run fine, we're not getting the right speed through the router (i.e. streaming video works fine, but doing a speed test and only get say 2.5Mb), but again, the severity of it seems to come and go.

Contacting ATT and they basically say its fine and won't do anything but they'll be happy to send out a technician that we'll have to pay for. Since its happened with multiple routers, and the modem is probably 8 years old at this point, I was gonna have them send a new one but they said we'd have to pay for a new one and if it doesn't fix the issue we're back at square one.

I'm not terribly knowledgeable when it comes to networking, so I don't really know what to try to resolve it beyond what I've already done (or just buying new equipment and hoping that takes care of it).

Modem is a Siemens Speedstream 4200, router is a Netgear WNR2000v3. All PCs connected by wire.

Cliffs:
Multiple routers have had issues (all wired connections, all PCs connected to routers have issue).
Check it out and getting packet loss but only via router. Direct to modem seems to work normal.
Try to resolve (change cables, reset router, try different firmware, etc), and get same issues.

Assuming that the Router is configure correctly and the MTU is set to 1500 for cable or 1492 for DSL.

Borrow a known to work Router from a friend and give it a try.

I spoke to soon. That fixed it for a few days. Now bridging them just plain doesn't work at all. Called AT&T and they couldn't figure out why so I don't know. I have it back in the old mode, but its still dropping packets and even drops connection now and again.

Debating on trying a new modem or just switching to cable since we can get about double the speed for like $20-25 more.
