Packet loss between modem and router

From dslreports my packet loss is around 70%. I ran another program a few weeks ago, forget the name now now, and saw the packet loss between the modem and router. Cisco DPC3000 modem and netgear WRT5000 router.

I'm hooked in with a cat5 cable that I've tried replacing. I've also tried a different router with the same results.

The modem is rented from Comcast so I don't have the login information. Just curious what actions if any I can attempt on my own and also how I might convince Comcast to care since I know that they'll say it is my fault. I'm considering asking them to just switch my modem with one that has WiFi on it.
 
Connect one computer directly to the modem (cycle the power on the modem when you do this) to see if you still get any packet loss between the computer and the modem.
 
I did this before with whatever program I had and had no loss. I'll try to find it when I get off work. Dslreports couldn't do it because it my IP isn't pingable.
 
If you plugged directly in to the modem and had no issues, then that narrows the culprit down to either the router or the cable being used from your pc to the router.
