PA61 REV 2 Motherboard turns itself on

Hello,
So i have this old and weird motherboard with the weird Slot CPU Cards and i don't know who the manufacturer of the board is, it just has "PA61 REV 2" printed on it

But the motherboard has a really weird issue, as soon as the power supply receives power, the motherboard turns itself on immediately but nothing shows up on screen
Pressing the power button to turn it off does nothing, no reaction at all
However, it does react to the reset button and it resets, i know it does because of the CD Drive LEDs

I really don't know what the heck the problem is, previously on that computer i had an Intel D845WN
Which to my horror, has the exact same issue!
I thought maybe that a component could be causing the problem since what are the odds of having two different motherboards do the exact same thing, i removed all IDE devices but nothing, i removed the video card but again, nothing, i changed the power supply, but nothing
Then again, it's unheard of for a motherboard to do that because of some component, i did a Google search and nothing comes up, it really feels like im the only one that has that issue

I hope i can get some help from here, i really would appreciate it

The most common problem may be a bad or stuck power button switch try removing the wires from the board.

Theres no stuck button
i have already tried removing the front panel wires with no result
i even went as far as to remove the BIOS Chip to see if it does anything else and it still does the same thing, even without a bios chip

Agreed on the short but assuming the power supply is as old as the motherboards you're talking about, it's long past due to be replaced. Well, so is the motherboard but that's a different discussion.

One of the outputs of the PS is +5VSB which is always active and is used to turn on the PS. If the cap is bad on that circuit , it might have ripple that would turn your motherboard on. Don't know for sure. I've replaced 3 on various PS , but the symptom was it would not turn on. Two were iMacs and one an ATX PC PS.

Time to Dumpster Dive for a more modern PC - LOL
