P4T-E & In-win; bizarre keyboard problem

I just set up a P4T-E in an In-win 508 case. The system
boots fine, and I've been able to load & run Win98, but with two
bizarre caveats:

(1) Win98 never sees the mouse (the problem isn't the mouse);
(2) the keyboard is only "half" recognized, which requires
some explanation:
The keyboard works fine under DOS or Win98, but if
I press Del on boot, to get into CMOS setup, there
is no keyboard functionality within the CMOS setup
program. I've tried two working keyboards -- same
result.

I noticed that the I/O face plate on the In-Win case is
not tight against the I/O ports, so that none of the
little metal ground strips seem to be touching the
I/O ports. I've tried reseating the motherboard,
pushing it up as tight against the faceplate as I dare.
I've pushed the little ground strips in with a small
screwdriver; I unfastened the middle motherboard
screw, as someone else suggested. I'm not convinced
that the faceplate grounds are effective yet, but I must
admit that in building 5 systems, this is the first time
I've had this problem, and I really have no idea how
important they might be.

I thought I might solve the problem by installing the
Asus i850 drivers, but guess what -- they require
a mouse for installation.

The system boots so bizarrely fast, that I wonder if
it has time to detect the mouse and keyboard
properly. However, I can't turn off fast boot, because
I can't get access to the keyboard once I am in the
BIOS.

This is my second P4 system in an In-win 508 case.
The first used an Intel D850GB motherboard, and
was completely painless. In that system, I used the I/O face
plate provided by Intel.

That's really weird...only thing I can think of is try clearing CMOS, and that might turn fast boot off, although I don't know if that will help at all. Worth a shot, that's an odd problem.

It was the mouse -- sort of. Even though that mouse worked with 6 other systems, it wouldn't work with the P4T-E. I pulled out another (much older) PS/2 mouse, plugged it in, and both the mouse _and_ keyboard problems went away.

It's also possible that the chicken bones had some effect.
