P4S333 bootup problems

I'm not sure if this is the right place but here it goes:

Specs:
Asus P4S333 MB
Pentium 4 1.6A, Northwood Core
512 pc2100 DDR RAM
LedTek GeForce 3 Ti 200
60 gig maxtor 7200 RPM HD
Windows XP Professional

I have a Problem When I start my computer up from a cold boot nothing comes up on the screen, sometimes it starts up after 10 minutes of just black screen. Othertimes, when I reset it, it goes straight to my BIOS. the BIOS says that the CPU setting is incorrect (set at 1600 mhz) When exit and save the changes, the computer hangs for about 12 minutes and then finally starts up correctly. I have upped the voltage to a 1.6V on the VEN1 jumper

Also, Whenever I restart my computer I have a black screen for about 2-10 minutes, the video card shows up, the asus p4s333 screen, then my PCI cards load up and it hangs for about anohter 5-10 minutes [oh my A: slot light is lit for quite some time also] then finally boots up.

it's normal when you reset your bios.. for the post screen to display ... cpu setting is incorrect.

what kinda powersupply do you have? what's your voltage reading?

Yeah, it sure sounds like a bad PSU is to blame, but you could try flashing the bios for sh*ts and giggles.
