P4C800E-DLX Power Off Problem

I am having trouble shutting off power from windows ever since I installed new Maxtor harddrive. When I try to shut off my comp, I HEAR at least one hdd (out four in total) spinning down and the rest of components (eg. CPU, video card) are still up running. I can't find out what's the problem...... Can anyone please help me out? My rigs are listed below.

P4 2.8C @ 3.28
Asus P4C800E-DLX
2 x 512M OCZ PC3700 Gold Rev. 2
Asus Radeon 9800 PRO flashed XT
WD740GD, 2 x WD1200JB on RAID 0, Maxtor 6B250R0
Antec True 430
