3:4 is better than 4:5 for the PC2700 I think. At 4:5 you're right at 166 which is right at the rated speed. At 3:4, you're right at 177 which should be achievable for the PC2700. A PC2400 can do 166 easy. It would be nice to have that 3:4 ratio functional above the 133 FSB. Even nicer to have both 3:4 and 4:5 ratio, more choices to see which speed your RAM is more comfortable at.
