P4 installation question

Ok... be gentle on me. I am a long time AMD user and I am making a system for my dad that insisted on getting a P4 processor. Anyways, the bottom of the P4 fan (that is included in the retail p4 box) has a black square that looks like tape. I started to try and take it off, but it doesn't appear to come off. I only tried a small corner, so it is not torn or damaged. I am used to the the white sticky stuff that is on the stock AMD fans, but this is my first time with stock P4 fan. Do i leave it on or do I take it off? I am not going to be using any paste on the processor since I am trying to keep everything stock.

Plz help!
 
If you aren't going to overclock leave it on. It's a thermal transfer tape just like the white tape on the AMDs.
