Pack date is refers to when the chip was packaged. It will be on a white sticker along with your product code, batch#, and fab (location of final assembly)
You should have no problems running that at 3Ghz. In fact with that memory you should be able to run the 3:4 divider and hit 426. Which will be an extremely fast machine.
If you've never built a system like this then I suggest taking it slowly. Put everything together, boot up and install your os at stock speed and make sure everything is working properly before you go o/cing.
I also recommend getting some artic silver3 if you already haven't and carefully take of the thermal pad that comes with the heatsink.
