Im looking at getting a P4 2.4 with 533FSB, is there a difference between one with 400FSB?

The faster bus will give a very small speed increase. You probably won't even notice it unless you benchmark it.
 
100fsb P4s = 400 P4, they just quad-pump the fsb, part of the P4 achitecture. So 1.5 100 is the same as 1.5 400 so they'll be equally fast 😉

There is a speed difference between 100/400 and 133/533, it can be noticed but isn't that big.
 
ICEVaPa, since your 1.5 is a Willamette P4 (those came in Socket 423 and Socket 478 variants) be sure that your motherboard is a Socket 478 one; and that it supports FSB 533. For that you would need at least PC-133 SD-RAM (if your mobo is a SD-RAM based one) or DDR-266.

BTW, what's your mobo?
