Well, that's the rub - the EU, the UK, the US (and _obviously_ Russia) all have utterly dysfunctional systems that barely merit the descriptor 'democratic' (in Russia's case, it doesn't merit it at all). Be hard put to get a cigarette paper between the first three in that regard. They're all crap and intended to minimise the influence of ordinary people. There's a lot more cant and propaganda around the US one, though, just because it's written in very flowery language.
