What a fuck. His rationality for that statement is 'Obama didn't rebuild Flint's infrastructure'. I hope he gets gutted in his election, regardless what baby-eating GOP candidate he's running against. Add to that, he's directly stating that those residents will develop cancer because of Obama, not of course because of the actual lead in the fucking water.
