Citation? I thought they had replaced the water source (with presumably a non-tainted one) but they had withdrawn bottled water without first replacing something about the supply chain (lead-lined pipes or something IIRC).
 
It looks like iron from the water sitting stagnant in the pipes. If that hydrant is on a line that doesn't circulate, that water could have been sitting since the last hydrant flush.
