This joke suggests that in the US, calculating the square root of a number is a topic that is not covered in high school. But it is covered in college. Of course. Calculating the square root is a very very complex mathematical subject.
What a country.
It does not suggest that. Any non-special needs student will encounter square roots in middle school or at worst junior high.
