Naturally. Concentration camps can skip a lot of civilization's infrastructure hookups can't they? But I suppose the design details are moot. The point is the state of FL dropped $450million on 'housing,' relatively on a whim and with almost immediate action. It is much easier to spend less and do more to an open lot on the city limits. How many units of affordable housing could college grads take advantage of for that kind of money I wonder. Oh wait, who's going to build it? Nevermind.
