When pollution levels are elevated... the mid-America regional
Council recommends that individuals consider limiting strenuous
outdoor physical activity
to reduce the risk of adverse health
effects.

I'm going to go out on a limb and say biking to work on a 99°F day with high humidity qualifies as strenuous outdoor physical activity.

Meh, we pretty much ignore those in Phoenix. Seriously, I don't think I've ever seen anybody carpool or bike to work on Ozone alert or high pollution advisory days. I doubt public trans sees any marked increased in riders either.

I don't think anyone in the United States takes those things seriously. If you don't care about the environment, a warning from NOAA isn't going to change your mind. If you're some bleeding heart tree-hugger, you're already biking to work, so it's not going to change your mind either. I lean left environmentally already, but these warnings have never once convinced me to change a single aspect of my behavior.

Sorry, I know what the ozone layer is .. but i've never heard of alerts.

Halfway down the link it tells you. It's basically a day when pollution/ozone levels are at highly elevated and "unhealthy" levels. I lived in Phoenix over a summer. There's literally a brown cloud that hangs over the metro area. On a good day I could see across the valley from the mountain near where I lived. On a bad day downtown was shrouded in a cloud of pollution. The hotter the day, the worse that cloud got.

Pffft! In San Bernardino, they could run public transportation using giant super chargers burning nothing but air.
