My dad is on oxygen, hint hint all you smokers out there, and has several of those tanks.
They weren't cheap to purchase, but refilling them really isn't but a few bucks.
Call a medical supply store, they sometimes will buy the tanks.
Of course calling somewhere like that, they never really want/care to help you out since they're not getting anything, but I did call one and the guy said he didn't think it was illegal to sell the O2, but that the cyliners themselves are usually rented and belong to a company.Originally posted by: Canai

AFAIK you can't sell it with oxygen in it (at least that's what my glassblowing neighbors a few years ago told me), but you should check with your local welding supply company as far as being able to sell it.
