It sounds like you only got one side of the story. Lets wait until the other side speaks before we rush to a judgment.
Well the problem with police, more specifically corrupt police, it's much easier for them as a group to manipulate their side of the story. The girl being handcuffed, at this point its her word against that of 10 police officers who, if corrupt, likely will simply say, "She was belligerent and had to be restrained." Doesn't matter if its true.
This is why it should be legal to record police when you are being stopped/detained.

yes it should be. pity that you can get arrested for video tapeing them (and then lose the video as evidance)

Oh but guess what, the police department will be sued and those violated will be rightly rewarded. Guess who foots the bill? Not the asshat police officers but the taxpaying public.

That is the tax payers fault. They are free to make the cops personally labile for their actions but choose not to.

You're right, I should knock on the door of my local station and tell them I'm going to stop paying the portion of my taxes which funds their station so well.

Seriously, you make it sound so easy. How are we "free to make the cops personally liable"? They don't pay for 90% of the high-profile screwups t hey make, what makes you think we can call the shots over them so easily?
