Need a little bit more info, such as what speeds your are hitting when you start getting speckles.

Remember, all cards are not created equally. While they will all pretty much have a little overclocking potential, some have more than others. In the same way that some people can overclock their Geforce3 Ti200 to a Ti500 levels, there will be those who will only get an extra 10MHz out.

The speckles usually come from the memory being overclocked too high or getting too hot at overclocked speeds.

Yep, it's your memory. I recommend that you visit yor nearest Radio Shack store and buy some heatsinks.

Yeah, if you want to go extreme, you can try to put some heatsinks on the RAM chips, and maybe adding a case fan that blows onto the card to keep it all cool. If your motherboard allows it, allowing a little extra voltage to the AGP socket may help a bit however if you go too far you can break things so be careful if you try that move.

BTW, Richardito, I can see from your sig that you have a fair bit of computing power available. If your not, maybe you could consider putting it to some use?
