Overclocking the PCI-e bus...

You can do it. generally it'll get up to 115 max but not always. just a little bit of bandwidth
 
You might be able to do it, but it's not worth it. You'll just add bandwidth, and even the fastest video card doesn't come close to fully using it.

Right, the top end graphics cards don't even saturate 8 lane PCI-e, so overclocking the PCI-e bus is just looking for trouble, with no gain to show for it. Just like the HT Link, and PCI bus, there is no benefit to overclocking it.
