overclocking software for notebook processor?

My mobo uses an ON BOARD AMD E240 1.5GHz APU. There's no way to overclock it through the BIOS.

Is there a software that can help me overclock it?

There used to be. I think it was called light FSB or soft FSB, but it was meant for overclocking laptops much older than what you have. In order to overclock more modern laptops you need to have it implemented in the bios. In your case, the answer is no. Sorry.
 
Err, should have bought a faster motherboard / CPU / VGA combo board. I recommend a 1150 ITX board, with a Haswell Celeron, and 8-16GB of DDR3.

Edit: The board that you bought, is quite possibly, the slowest CPU available in the last, oh, 5-10 YEARS.
