Overclocking, PSU, heat issues

Basically what I am trying to figure out is, how do i know if when the system locks up (or doesnt boot) while overclocking, is it an issue of simply the harware being pushed too far, or the PSU not being able to handle it.

Also, Im considering a couple new video cards, one (7900GT) runs very cool, the other (X1900GT) runs pretty hot, but the X1900GT is like 50 bucks cheaper. What kind of effects do high video card temps have on the card itself, the system, overclocking, etc. My case temperature is under 30, and my CPU temp is about 33, so keeping stuff cool hasnt been a problem.
