Only true for SNB, Ivy Bridge only has two turbo steps, +2 and +4. A CPU with nominal 3.3 GHz will turbo to following frequencies:let's say the default clock of the non K CPU is 3.3GHz (i5 2500), with turbo on 3.4 for 4 cores, 3.7 for 1 core in use.

2 cores used: 3.7 GHz
1 core used: 3.7 GHz
With +4 turbo overclocking, the resulting speeds are 3.9 & 4.1.
intel reduced the OC from +4 to the max of +2 bins!?
