Overclocking memory

Does memory have to have heat spreaders for overclocking ? or can it be done with the "cheap" no h/s memory sticks ?

For me, I'd say keep the voltage under 2V if you're not going to use a heatspreader. Anything higher, and I'd say get RAM that come with heat spreaders or heat sinks.

Generic PC6400 will allow a 400FSB on a CPU and the memory will not be OCed. Regardless, spreaders or no spreaders, I'd suggest a fan on the memory. And, good PC6400 is DIRT CHEAP so no reason to buy generic RAM that does not include it.
