Overclocking/ benchmarking

Thanks for your opinions in advance.

Which OCing stting would give me better performance? (Gaming/photoshop PC)

AMD sck 754 sempron 256kb L2 64 1.6 ghz @ 2.4 ghz
Geil 1gb 2.3.3.5 PC3200 @ 400mhz

OR

AMD sck 754 sempron 64 256kb L2 @ around 2.2 ghz
Geil 1gb 2.3.3.5 PC3200 @ 470mhz

Is the higher cpu speed better or higher ram speed better? Ive been overclocking for a few years now, but i have never done any benchmarking, can you guys recommend a good free benchmark program to help me figure this out? thanks

Are you sure you'll get the GeIL sticks that high with those timings? I'd go for the maximum CPU overclock, but it's an interesting question...
