overclock settings when windows starts

I have just recently decided to overclock my Ti4200. After enabling the nVidia settings in the registry and upping the clocks, every time I reboot it loads into WinXP and shows the startup screen then the screen goes black and reinitializes.

Is this the settings being applied after boot? Is this normal?
