Outlook Problem

I have this one user that has a weirdo Outlook problem.
they open outlook and it wont send or receive, even if you hit the send/receive button
If you then just close Outlook at reopen it will automatically send and receive without problem from there forward. That is until you log out of the machine and then back in, where the cycle starts over.

Anyone have ANY clue on this one?
 
actually not seeing that option...

However, even after the 1st time I open it, if I manually press the send/receive it still doesn't go.
Only after you close and reopen it.
