Does anybody know how to create a message rule that will scan through the full (SMTP) header of an incoming message?

Yo,
Outlook and Outlook Express are way to simple in their rule wizards to perform scanning in this fashion. You'd have to attempt to customize the program. Perhaps there is an Outlook software developers kit (SDK) on the Microsoft website, take a look.
