Outlook Express no longer default mail program

I am running Win98SE. After a recent update to Internet Explorer 6 and a re-install of Office97, my browser no longer sees Outlook Express as my default mail program and it's not even a choice under TOOLS/OPTIONS. My default mail program changed to Microsoft Outlook and I can't change it back to Outlook Express. I have tried to change it back in all three programs, Microsoft Outlook,IE6, and Outlook Express but no luck. I do have Outlook Express configured to be the default mail program but when I click the mail icon in IE6 to send a link or page or check mail, it always sends me to Microsoft Outlook. I have to minimize IE6 and double click the Outlook Express icon to get it going. I have been fecking around with this problem for about 6 weeks and I hope someone knows how to fix this. Thanks.

Start > Settings > Control Panel > Internet Options

click on "programs" tab

change "email" drop-down menu.

Already tried that. Microsoft Outlook is the EMAIL program and there are no other options in the drop down. I tried to type in Outlook Express but could not.

Through Outlook Express

Tools->Options->General

At the bottom there should be a button to make it the Default Mail handler...
